Two proposals for the same enterprise website can carry very different numbers because SEO gets quoted in several ways. Marketing and SEO leads at B2B and SaaS companies can buy the work as an agency retainer, advisory consulting, a project fee, an in-house team, a hybrid of in-house and agency work, or a performance deal.
Each one is priced differently, and public price data covers only some of them. Pricing them side by side gives you an annual budget you can defend and a benchmark for incoming quotes.
What goes into an enterprise SEO budget?
The budget covers the yearly spend on people (an agency, a consultant, an in-house team, or a mix), platforms (an SEO suite or enterprise platform plus AI search tracking), content (writing, editing, and expert review), and developer time to ship fixes and migrations. Content costs track writer and editor rates per page, and developer time comes from the engineering hours each sprint can give to SEO fixes.
Each type of quote prices part of that spend and leaves out the rest:

What does public data show for each pricing model?
Public price evidence exists for four of the six pricing models. Private B2B and SaaS contracts aren’t published, which makes public-sector tenders the closest benchmark a buyer can check. Procurement notices show what government buyers pay for retainers and advisory work, and federal wage data prices the in-house and hybrid options:

Ahrefs lists its Enterprise plan at $1,499 a month with an annual commitment, or $17,988 a year. BrightEdge quotes prices privately, and its median contract runs $50,000 a year across 46 purchases in Vendr data.
At Mission SEO, our SEO consulting fits the advisory and hybrid models: senior consultants either set direction for your team or take on the execution if you can’t staff. We scope and price each engagement up front after a first call, based on site size and how much of the work we take on. A ranked 90-day roadmap arrives in week four, followed by weekly working sessions. For B2B and SaaS teams, our SEO for B2B SaaS program adds weekly AI search tracking across ChatGPT, Gemini, and Claude.
What does a public-sector SEO contract include?
VisitScotland’s 2025 SEO tender shows how a large public body buys SEO for its website. The tourism body estimated £420,000 for a 12-month contract plus two optional 12-month extensions, £140,000 a year if both extensions run.
Bidders had to name the staff assigned to the work and supply two case studies of similar scale and value from the last three years. Each bid was then scored against weighted criteria:

What would an in-house enterprise SEO team cost?
An in-house team is the easiest option to price from public data. The calculation uses Bureau of Labor Statistics wage and benefit figures:

The team costs just under $39,500 a month. Adding an enterprise suite or platform puts software at 4% to 10% of the combined total.

The team figure covers salaries and benefits only and excludes software, content, developer time, and recruiting. Because the specialist wage is a median across every experience level, the figure is a floor for a team of experienced hires.

Why do SEO pricing surveys show lower numbers?
Survey medians describe SMB retainers, and the figures for larger agencies and SaaS buyers come closer to enterprise pricing:
Page volume and release cycles multiply SEO work on large sites. Google’s crawl budget guide targets sites with 1 million or more pages that change weekly, 10,000 or more that change daily, or many URLs that Search Console marks as discovered and currently not indexed. Quotes also grow with each of these factors:
Markets and languages: Every addition needs separate keyword research, localized pages, and international markup.
Developer access: Fixes need engineering time to go live, and that time belongs in the budget next to the SEO fee.
Migrations and redesigns: Both bring a project fee on top of any retainer, best scoped before development starts.
Approvals: Legal or brand review before publishing puts a sign-off step on every page.
AI search scope: Tracking and improving visibility in AI search adds research and reporting hours.
Page volume and change rate decide whether enterprise pricing applies. Scope then pushes the quote up.
Planning a migration or a redesign? Migrations are where technical SEO matters most. Our technical SEO services map every redirect, check the new site before launch, and monitor rankings and indexing afterwards, so you keep the traffic you have earned.
How should you compare SEO proposals?
Comparable proposals price the same page count, markets, deliverables, and reporting. Give every bidder one written brief. Ask each one for a fixed fee, a sample report from a site of similar size, an estimate of the engineering work its findings will create, and a walkthrough of the results for your developers.
Google’s hiring guide adds checks for vetting the provider itself:
Grant only read access to Search Console during an audit.
Expect realistic estimates of improvement and of the work involved.
Ask what results to expect, by when, and how success is measured.
Check references with past clients.
Walk away from any promise of a #1 ranking, since no one can guarantee one.
For the questions to ask each finalist, the red flags that rule one out, and a weighted scorecard, see our guide on how to pick an SEO company.
Collecting proposals now? Put us through the same brief. The first call is free: 30 minutes with a senior consultant who has looked at your site beforehand, and you leave with the first three things we’d fix. Book your call.
What should you do before the first vendor call?
Vendor calls go further when the internal numbers are ready. Work through these steps in order:
Start with an inventory of every site, market, and language in scope, with a current page count for each.
In the same week, get a salary range for an SEO lead from HR as a benchmark for outside quotes.
Agree on a budget ceiling with finance before requesting proposals.
Connect Search Console and analytics to your CRM at kickoff to report results in the pipeline.
A brief with gaps tends to come back as change orders after the budget is set.
It can. The Imperial War Museums tender bundles GEO and AI search advice with SEO in one £175,000 advisory contract. AI search tracking can be part of the base fee or a separate charge, and each proposal should state which.
How are enterprise SEO audits priced?
As a project, with one fee for a defined deliverable. The number of templates, markets, and data sources in scope sets that fee, along with whether the audit covers AI search. One price per deliverable also makes competing audit quotes easy to compare line by line.
Can you pay for enterprise SEO based on results?
Yes, with a fixed base fee for the work and a bonus tied to results both sides can verify, such as qualified organic leads. The contract should set the target and the time window up front. The base covers audits and fixes whose effect takes months to appear.
Disclaimer: Prices, wages, and contract details were checked on October 22, 2026, and can change. Confirm current figures with each provider before you budget.
